The Laboratory for Anti-Corruption Policy (LAP) was created in 2009 by the National Research University Higher School of Economics in partnership with the Centre for Anti-Corruption Investigations and Initiatives "Transparency International – R". The laboratory is headed by Dina Krylova and focuses on the three key areas of activity: anti-corruption education, implementation of applied anti-corruption projects, and academic research on combating corruption.


December 14, the International Scientific and Practical Conference "Anti-Corruption Education and Enlightenment as a priority of the national anti-corruption policy" was organized

As always, our annual December conference is dated to the International Anti-Corruption Day. It was a global event consisting of two sessions, the first was allocated to discussing university anti-corruption programs, and the second to corporate educational programs. This year's event was taken in a mixed format, but most of the participants attended online. The Conference was attended by members of Moscow and regional Russian universities, who shared their experience of anti-corruption education with those present. The moderator was Krylova Dina Vladimirovna, Head of the HSE PULAP, Public Ombudsman in the sphere of Protection of Entrepreneurs' Rights in the Field of Anti-Corruption, expert of the Council of Europe.

October 20, the 10th-anniversary meeting of the HSE Compliance Club has taken place. The event was constructed in a mixed format, most of the Club members took part online. On June 4 in the Public Chamber of the Russian Federation, the Office of the Presidential Commissioner for the Protection of Entrepreneurs' Rights and the HSE Anti-Corruption Policy Design and Training Laboratory held a round table on the topic "Anti-corruption requirements for Organizations: problems of regulation and law enforcement". The event was held in a mixed format.

On May 17, the meeting of the HSE Compliance Club was held on the topic "Compliance cooperation with law enforcement agencies: best practices and possible risks"

The event was held in a mixed format, most of the Club members took part online. The moderator of the meeting was Dina V. Krylova, Head of the HSE LACP, Entrepreneur`s rights in the area of anti-corruption Public Ombudsman, expert of the Council of Europe.

The International scientific-practical conference "Ethical aspects of prevention of legal and corruption risks in the public and corporate sector" was implemented on 15 April

The conference was organized by the laboratory together with the HSE Faculty of Law as part of the XXII April International Scientific Conference on Economic and Social Development. The meeting was moderated by Dina Krylova, Head of the Laboratory for Anti-Corruption Policy, Entrepreneur`s rights in the area of anti-corruption Public Ombudsman, expert of the Council of Europe.

"Employee verification: limits, legal issues, best practices"

On March 3, a regular meeting of the HSE Compliance Club was held jointly with the Club's partner, the Pepelyaev Group law Firm. The event was held in a mixed format for the first time in recent months. Some of the participants were present in person. The topical topic "Checking employees: limits, legal problems, best practices" was discussed.

Admissions for the new Master's Program “Compliance and Legal Risk Prevention in the Corporate, Public and Non-Profit Sector”

Finally, it's possible to make a preliminary summary of the admissions campaign for the new Master's Program "Compliance and Legal Risk Prevention in the Corporate, Public and Non-Profit Sector". The Program has been developed by LAP and the Faculty of Law in collaboration with the leading Russian law firm Pepeliaev Group. It is starting in Fall 2020.

The report, prepared by Laboratory for Anti-Corruption Policy (LAP) of the National Research University «Higher School of Economics», is devoted to the relationship of regulatory risks in the field of state regulation of business and corruption risks, as well as a set of necessary measures to minimize them during the economic crisis.
